PROPOSED CUTS TO BUS SERVICE IN SALISHAN

Pierce Transit is facing big cuts – as much as 35%. They have been handing out pamphlets to riders all week to keep them informed. For detailed route info check out page 16 of this link to see how it directly affects us in Salishan: http://www.piercetransit.org/pdfs/Reduction_Booklet.pdf

Additionally, http://www.piercetransit.org/ has info on the current emergency service levels due to the Compressed Natural Gas incident.

In brief, the proposed reductions are that Route 41 will no longer serve the Salishan loop or Roosevelt between 32nd & 44th. Route 54 will continue to serve Roosevelt, but will not pick up the Salishan loop.

Vandalized Bus Shelters Replaced! March 2011

The vandalized bus shelters on 40th and Salishan Blvd have been replaced thanks to Pierce Transit who graciously offered to pay for all of the panels and the art to be replaced after the shelters were vandalized! It is especially wonderful because Pierce Transit is in a budget freeze that doesnt allow them to replace shelter glass anymore after it is broken (thats why you see so many shelters around Tacoma that have no glass in them) So we would like to extend a huge THANK YOU to Gene McPhereson and the rest of the team at Pierce Transit for giving us our beautiful shelters back!! Community collaboration at its best!

Salishan Shine Community Courtyard and Park

During September, Walsh Construction, the Pomegranate Center, and the Salishan Community came together to create a new community courtyard and park. The space is a part of the Salishan Shine project and is located near the intersection of E R St and E Harper St. The following are some pictures documenting the development of the courtyard.

The space as Walsh Construction arrives and work begins.

Pomegranate members work on the supports for the courtyard shelter.

All week there were opportunities for kids and community members to create and paint beads made of darjit, an eco-friendly material. The beads will be used to decorate the courtyard.

Work continues as everyone works hard to put on finishing touches to the space.

The project is nearing completion and will soon be available for community use. More pictures will be posted when the courtyard and park are finished.

Come Join The Salishan Community Kitchen!

The Community Kitchen is held every second and last Thursday of each month. The kitchen is funded by a grant and free to all Salishan residents.

We buy the meals and all you need to do is help cook and cleanup.

The kitchen starts at 4:00 p.m. and usually are over by 6:oo p.m..

The meal consists of snack, main meal, drinks and desert.

It's not uncommon to BBQ, make Tacos or try new recipes.

The kitchen is a great place to meet your neighbors and it's always a fun time!

All you need to do is call or stop by the office and sign up. Space is limited to 20-25 people, so don't delay!

First Bus Shelter Complete!

The first bus shelter of Salishan Shine is now complete. The new bus shelter is located at the intersection of 44th st and Salishan Blvd and is the first of four bus shelters that will be decorated in Salishan.

The concept for the bus shelter is based on the idea of showing how diverse the community is.

Residents participated in the painting of the shelter and the placement of dots that mark their country of origin. Acrylic paint was used on glass and pressed between another sheet to protect the art work.

Family At The Zoo

On Saturday, June 27th, over 50 residents of Salishan gathered to go to the Point Defiance Zoo.

The elephants and the sharks were among the most popular attractions. The Taste of Tacoma was also going on in the park at the same time so many residents had a variety of foods to taste.

The Annual Salishan Treasure Walk was held on Saturday, June 22 in Salishan. Over 75 residents and members of the community came out to walk the property and participate in the various services that were offered.

The treasure walk gave the opportunity for organizations in the Tacoma area flex their muscle and inform walkers on the services that are available to them. We would like to thank everyone that came out and made the walk a HUGE success!

THA along with the Salishan Community Association is pleased to announce Lisa Zahn as the Community Association Manager.

Ms. Zahn’s strength comes from the operational experience with many types of different types of properties, her commitment to open, honest communication and her dedication to creating a close and cohesive neighborhood while upholding all ordinances as outlined in the association’s governing documents are her priorities.

The next board meeting is scheduled for March 19th, 6 pm at the International House. I encourage all of you to attend and to get involved in our community.

The next CHEF meeting is set for March 26th, 5-7 pm. The purpose of this is to bring our community members together for a healthy and fun meal! All persons attending will be involved in the prep, cooking, serving and clean up of the meal. Please feel free to come and meet other community members and share some fun!
We believe that communication is a key part of a successful relationship. To help with this we are currently working on a website to offer better communication to the owners.

Salishan residents came together on February 19th for the monthly community kitchen and enjoyed a family-style nutritious meal at the Salishan Community Office. It was taco night and there was no shortage of hungry helpers and cooking to do.

The community kitchen began with a short presentation on how to cook the meal and why it's important to eat a balanced diet. All Salishan residents are welcome to join in the fun and help us build a stronger community.

What Is Safe Streets?

The Safe Streets Campaign is a non-profit organization that brings people together with the idea of making communities safer. Through forming neighborhood block organizations, residents take a stand against crime in their neighborhood and learn how to be of assistance to police. Working together is the key to reversing crime trends in our neighborhoods. Safe Streets is here to help create better, safer, communities throughout Pierce County.

Volunteers needed for Citizen Review Panel
The City of Tacoma is recruiting volunteers for the Citizen Review Panel, which is a policy advisory panel to the City Council with oversight of Tacoma Police Department policy. The Citizen Review Panel is a five-member volunteer panel that is currently seeking applications for two positions.

Members of the Citizen Review Panel are appointed by the City Council for three-year terms and are responsible for:

* Conducting policy review
* Reviewing trends in complaint investigation and statistical reports
* Engaging in community outreach
* Attending monthly public meetings

Qualified applicants will be screened by a criminal background check and must: be a registered voter, have lived in Tacoma for at least two years immediately before applying, not hold any other elective public office, not currently serve as a member of the Tacoma Police Department or be an immediate family member of a department employee.

Applications must be submitted to the Mayor’s Office by Jan. 23, 2009. First Creek 30 second elavator speech

The First Creek Community Stewardship Plan is the product of a collaborative effort involving the Puyallup Tribe of Indians, the City of Tacoma, Tacoma Housing Authority, and the neighborhood community. First Creek was formerly known as the "T" Street Gulch but it has also been called the "R" Street Gulch, Lister Gulch, Bummer's Gulch and Clay Creek. The watershed holds cultural significance for the Puyallup Tribe because it was the place where salmon eggs were kept. Of course, this was probably a reference to its former use as a salmon spawning channel. The tribe refers to it as First Creek because it was the first creek to intersect with the Puyallup River as they paddled upstream from Commencement Bay onto their reservation. In fact, the tribe's ancestral village was located near this confluence.

The plan will rely on the Best Available Science regarding urban storm water management to identify Best Management Practices (BMPs) that can be implemented to improve storm water quality and quantity throughout the entire watershed. It will also look for opportunities to create recreational trails and natural areas in deference to the City of Tacoma's Open Space Plan. Although the pristine watershed that existed two-hundred years ago has given way to urban development the Stewardship Plan will be a valuable tool to promote conservation of natural attributes without sacrificing the investments made to the built environment.

Tacoma's eastside community has been economically depressed for a long time. Many residents mistakenly believe that crime, blight, and gangs are ubiquitous to the area. The First Creek Community Stewardship Plan hopes to engage these citizens and instill a strong sense of ownership in them. In so doing, the community will recognize the watershed as an asset to be protected instead of a dumpsite.

The Puget Sound Partnership, a new State agency, has been charged with cleaning up Puget Sound by 2020. Implementation of the First Creek Plan will make the watershed a model for urban streams throughout Western Washington. The First Creek Watershed will be the cleanest in the City and a shining example of what can be accomplished when diverse groups seize the opportunity to work together as a High Performance Organization.

Salishan Blog 2008

We are reinstating the blog, making it bigger and better than before. We want to use this blog as a way to communicate and exchange vital information between neighboring Salishan residents. We will be posting electronic copies of the Salishan Community Newsletter as well as posting pictures, upcoming events and information pertaining to the community of Salishan. Another Generous Grant From CHEF

CHEF has just awarded Salishan a continuation Grant, in the amount of $15,000. This is amazing news for our community, it provides us with a wonderful opportunity to help Salishan flourish with education and health. I can wait to see this Grant in action!

This project promotes the following healthy norms:

· It is normal to eat fresh fruits and vegetables every day

· It is routine to be physically active every day

We are interested in learning how to prepare more nutritious, affordable meals for their families. We want exercise groups to promote physical activity and to increase positive interaction among neighbors.

Continue to develop Salishan exercise groups. Affinity walking groups, Tai Chi, Salsa dance and sit & fit classes will involve more people across all cultural and ethnic communities in physical activity and positive interaction.

Create a self-sufficient Community Kitchen. Participants will learn how to cook nutritional and affordable meals. For example, they will learn how to shop on a food stamp budget, how to use foods from food banks, and how to buy and prepare fresh produce.

Clean up and restore First Creek trail. Community members will gain knowledge about the First Creek trail. They will engage in cleaning up the trail and preserving it.

Create yard of the month contests. Community members will serve as judges. We will post banners in the yards of monthly winners. We also will place photos and articles featuring the winners in the monthly newsletter.

Salishan Shine Conversations & Outdoor Movie Rescheduled

Saturday, September 8th, there will be a community gathering complete with complimentary hot dogs and drinks, starting 6PM at Salishan's big tree park on the corner of R Street and 39th. Please join us to hear a presentation by the Pomegranate Center discussing what our visions as a community are for common gathering places plus exceptional outdoor recreation for youth and children, and how we can successfully plan and execute these ideas. We want to hear ideas from everyone, adults and children alike. After the presentation stay for our outdoor movie Are We Done Yet?, then enjoy complimentary hot dogs, chips and drinks. CHEF Grant Received

We did it! We have received our first funding to help Salishan continue to develop into a strong and healthy community. The funders is Comprehensive Health and Education Foundation. The core activities included are:
· Form multi-age neighborhood walking groups
· Bilingual nutrition and cooking education classes for families
· Advocacy efforts including the promotion of safe play spaces for children, lowering the speed limit within the community, and engaging youth in photo voice and GIS mapping of the Salishan neighborhood
· Build and maintain neighborhood gardens
· Establish a cooperative tool shed for residents to care for the garden and their individual yards

The CHEF staff plans to come deliver the first check for $10,000 to THA on August 21 at 11:00. .

THA faces financial hurdles for Salishan

One phase down, two to go. That is the scenario facing Michael Mirra as he oversees the massive, multi-year rebuilding of
Salishan, the sprawling public housing project on the East Side. A key partner in the project has pulled out, and more funding is needed for infrastructure work that must begin this summer in order to meet construction deadlines.
As executive director of Tacoma Housing Authority (THA), which operates Salishan, Mirra has his work cut out for him to ensure that the demolition of the World War II-era housing units and their modern replacements runs according to schedule.
Salishan was built as temporary housing for workers in shipyards and other war-related industries in the early 1940s. After the war it became a public housing project. Over the decades, the housing and infrastructure has slowly deteriorated.
In response, THA applied for and received a $35 million grant from the U.S. Department of Housing and Urban Development (HUD) as part of a program called HOPE VI created to overhaul aging projects in large cities around the country. Ground was broken on Phase I in 2003. The price tag for the entire project is around $200 million.
Mirra and Janet Rice, the agency’s new director of housing development, provided an update to Tacoma City Council during its study session July 24.
Phase I, a section between Portland Avenue and the ‘T’ Street Gulch, is complete. All rental units are occupied, and all for sale homes are sold. The rental units look like townhouses in a middle-class neighborhood, a considerable improvement over the shabby dwellings they replaced. Its success has garnered three awards for THA in 2007 alone.
The Congress for New Urbanism bestowed its Charter Award for Neighborhood Design on Salishan, while American Institute of Architects selected it for its Creating Community Connection Award and Award for Multi-Family Housing Design. Mirra presented Tacoma Mayor Bill Baarsma with the awards during the meeting.
Phase II, which is one section east of the gulch and another along Portland Avenue south of Phase I, poses challenges for THA.
Quadrant Homes, the Weyerhaeuser subsidiary that built the for-sale homes in Phase I, informed THA in April that it would not be participating in the second phase. Mirra explained that changing market conditions meant Salishan no longer fit within Quadrant’s financial goals.
THA needs between $15-20 million for infrastructure costs for Phase II. The agency is currently in talks with banks about financing for this, Mirra said. A contractor for the infrastructure and a building for homes need to be selected, he added.
State and federal funds for the overall project have strings attached. One of them is that construction for Phase II must be finished by Dec. 31, 2009. To meet this deadline, infrastructure work must begin next month, according to Mirra.
“Salishan feels like an infrastructure project with this interesting housing component,” he quipped.
Mirra said U.S. Senator Patty Murray (D-Wash.) requested $1.5 million for Salishan in the federal budget currently under consideration. U.S. Representative Norm Dicks (D-Belfair) has requested $250,000 for an education and training center Metropolitan Development Center wants to build at Salishan, and $500,000 for the proposed Kimi and George Tanbara Medical and Dental Clinic that Community Health Care plans for the area.
Mirra noted that there is no guarantee these requests will come through. “Congress is going through one of its spasms of budget piety,” he commented.
Mirra noted he has been in discussions with Bob Levin and Ryan Petty from the city’s Community and Economic Development Department about potential retailers for Salishan. Metropolitan Development Council is having difficulty finding enough tenants to fill its building, and Mirra said this could be a potential location for retailers.

Salishan Neighborhood Development Task Force

On June 7th from 6-8pm at the Family Investment Center located at 1728 East 44th St, we're going to be having an open meeting showcasing several different Committees in Salishan you can be a part of in order to better our neighborhood. This meeting is open to ALL residents, and there will be Cambodian, Vietnamese and Russian Interpreters for your convenience.

The Committees we will be presenting are the Safety/Preparedness Committee, Public Housing/Section 8 Committee, Communication Committee and Social Committee. To ensure the success of these committees we need as much involvement from the community as possible. Hope to see you there!

Also Rental Residents, please ask how serving in one of the Committees can count towards Community Service Hours.

Youth Forum

On June 6th at 4:30 we will be holding a Youth Forum at the playground on Q st. The purpose of the forum is to get the youth of Salishan involved in various activities during the upcoming summer months, as well as ongoing activities for the rest of the year. We'll be looking for suggestions from the youth as far as their interests and projects they are excited to participate in.
